​After careful consideration of the current COVID-19 risks, the Salina Area Chamber of Commerce and Visit Salina offices will be temporarily closing their buildings to the public beginning Monday, Nov. 23rd.
 
Our team is committed to continuing with operations in order to assist you and your business during this unprecedented and difficult time and our mission remains the same: serving our local businesses and the community. Overview
The Coronavirus Aid, Relief, and Economic Security (CARES) Act temporarily expands eligibility for SBA economic injury disaster loans (EIDL) and provides an emergency advance of up to $10,000 to small businesses and private non-profits harmed by COVID-19 within 3 days of applying for an SBA Economic Injury Disaster Loan (EIDL). To access the advance, you first apply for an EIDL and then request the advance. The advance does not need to be repaid under any circumstance, and may be used to keep employees on payroll, to pay for sick leave, meet increased production costs due to supply chain disruptions, or pay business obligations, including debts, rent, and mortgage payments. 
 
Eligibility
In addition to the entities that are already eligible for SBA disaster loans (small businesses, private non-profits, and small agriculture cooperatives), eligibility is temporarily expanded to include:
  • Business entities with 500 or fewer employees:
  • Sole proprietorship, with or without employees
  • Independent contractors
  • Cooperatives and employee owned businesses
  • Tribal small businesses
  • Private non-profits of any size.
 
Additionally, you must have been in business as of January 31, 2020. Expanded eligibility criteria and the emergency grants are only available between January 31, 2020 and December 31, 2020.
 
How to Apply
  • You can apply for an EIDL online with the SBA.
  • When you apply, you can request an emergency grant of $10,000.
  • The SBA will provide the grant within 3 days of receiving your application.
  • You will not have to repay the grant, even if your application for a loan is denied.
  • You can visit an SBA resource partner who can help guide you through the loan application process. You can find your nearest Small Business Development Center (SBDC) or Women’s Business Center here.
 
Can I apply for other SBA loan programs?
If you apply for an EIDL and the grant, you can still apply for a Paycheck Protection loan. However the amount forgiven under a Paycheck Protection loan will be decreased by the $10,000 grant.

On 3/18/2020, President Trump officially signed into law H.R. 6201, the Families First Coronavirus Response Act, making official billions of dollars in aid and relief for small business owners and employees dealing with the Coronavirus outbreak. Follow this link to review resources approved by H.R. 6201.  

FAQs for Business Owners: Specific Coronavirus Legislation has been written. Information about distribution of rebate checks, paid leave eligibility, benefit exemptions and more can be accessed by clicking HERE.
 
Nutritional Programs: Families dealing with food and nutritional access issues can find more information on new benefits available HERE. These programs will be run by the state and apply predominantly to those who already receive SNAP and WIC benefits. The USDA has also allowed schools to offer meals outside of the school setting. Kansas has applied for and received the necessary Congregate Meal Waiver that allows for flexibility in school meal delivery. Many school districts are already putting in place plans to offer meal pick up or delivery options but if you are unsure of how to proceed, the following link has some great information. Tax Delays: The Treasury Department issued guidance that gives individuals and business owners relief from tax payments. People are still required to file their 2019 taxes by April 15 but payments of to $1 million will be deferred until July 15. Click HERE to learn more about the IRS guidance.
 
Housing Evictions & Utility Shut-Offs: The U.S. Department of Housing and Urban Development will suspend foreclosures and evictions for 60 days on properties with mortgages backed by the Federal Housing Administration (FHA) and Fannie Mae and Freddie Mac. Additionally, the FCC has encouraged all telephone and broadband providers to delay any service disconnections for at least 60 days. Governor Kelly has also mandated that all utilities under the jurisdiction of the Kansas Corporation Commission not disconnect utilities due to missed payments at this time.

The Kansas Department of Labor recognizes the impact of COVID-19 on employers and workers alike. We are here to assist as we tackle this challenge together. We will continue to update this web page with available resources and contact information as it becomes available.

Employers:
Businesses may be exploring reducing production as a result of supply chain challenges related to COVID-19.  The Shared Work Program is an excellent tool to use in lieu of a temporary, total layoff of employees. It allows for partial work week and partial unemployment benefits to employees. To participate, normal weekly work hours for employees must be reduced by 20% (no more than 40%) and apply to at least 10% of employees.

Employees:
Individual Filing for Unemployment Insurance Benefits.
If you are not working or working reduced hours due to COVID-19, you may be eligible for Unemployment Insurance (UI) benefits. The UI program was established as a means to protect those who are involuntarily unemployed from the financial burdens and dangers that come with being unemployed. It is designed to be a short-term assistance program and may be able to help those whose employment has been adversely impacted by COVID-19.

Unemployment insurance benefits may be available to individuals who are involuntarily unemployed as a result of COVID-19. The amount of the benefit will vary based upon the amount of money that the individual has previously earned but will be between $122 and $488 per week.  At this time, individuals can receive up to a maximum of 16 weeks of benefits.
